Chungcheongnam-do Province is launching a large-scale organizational restructuring in the second half of the eighth popularly elected administration to accelerate the realization of a "Strong Chungnam." The strategy is to maximize achievements during the remainder of the term by implementing customized reforms to increase the speed and responsiveness of administration, covering areas such as AI industry development, resident safety, and agricultural innovation.


On October 15, the provincial government announced, "We have established a new administrative lineup to maximize policy outcomes and proactively respond to social changes," and stated that the amendment to the "Ordinance on the Organization and Staffing of Chungcheongnam-do Administrative Agencies" will be open for public comment until October 21.


The restructuring plan focuses on: ▲ Strengthening resident safety ▲ Enhancing industrial competitiveness by building an AI ecosystem ▲ Fostering smart agriculture ▲ Innovating welfare services.


The province will realign its organization, workforce, and functions in line with these directions.


The main government office will expand from the current 16 bureaus (including two planning offices), 69 divisions, and 312 teams to 72 divisions and 321 teams. A total of three new divisions and nine new teams will be established, enhancing administrative efficiency and expertise.


The Department of Autonomous Safety will establish a new "Disaster Situation Management Division" to respond to climate crises and complex disasters. By introducing a 24-hour, four-shift work system, the province will strengthen integrated disaster information management and initial response, and, through collaboration with the fire department, serve as a control tower for disaster response.


A new "Asset Management Division" will also be created. Going beyond simple leasing and sales, the province aims to expand tax revenue and enhance asset value by efficiently utilizing public assets.


Within the Department of Industrial Economy, a new "AI Development Division" will be established to accelerate digital transformation. Chungcheongnam-do plans to restructure its industrial landscape around AI by building artificial intelligence infrastructure, advancing data-based systems, and expanding AI applications across industries.


The Construction Headquarters will add a new "Northern Office" responsible for Cheonan, Asan, and Dangjin. This aims to reduce on-site response times and improve access to administrative services in response to rapidly increasing demand for construction, road, and disaster response in the northern region.


The Elderly Policy Division of the Health and Welfare Bureau will establish a new "Integrated Care Team" to prepare for the "Integrated Care Support Act" scheduled to take effect next year. The team will build a regional integrated care model that links medical, nursing, and care services.


The Smart Agriculture Division of the Agriculture and Livestock Bureau will create a new "Smart Agri-Industry Team" to lead the structural reform of agriculture. The goal is to move beyond policy-centered approaches and establish an action-oriented industrial ecosystem where technology, investment, and enterprises work together.


The province will release the restructuring plan through its website and collect resident feedback until October 21 before submitting it to the provincial council. The plan will be implemented on December 31, following deliberation and approval at the 362nd regular session of the council.
