Yangpyeong County Selected as “National Happiness Civil Service Office” Recertified Institution... Success Achieved on Third Attempt

Yangpyeong County in Gyeonggi Province (Governor Jeon Jinseon) announced on October 15 that it has been selected as an outstanding institution in the 2025 “National Happiness Civil Service Office” recertification evaluation, organized by the Ministry of the Interior and Safety.

Yangpyeong County had previously applied for certification in both 2022 and 2024 but was not selected. However, by addressing shortcomings and making continuous improvements, the county achieved the milestone of being selected as a recertified institution on its third attempt.


The “National Happiness Civil Service Office” is a system in which the Ministry of the Interior and Safety evaluates the spatial environment and overall civil service quality of public institution offices nationwide, certifying outstanding organizations that create a user-centered environment focused on the convenience and safety of civil service users.

For this recertification, Yangpyeong County implemented a variety of initiatives for residents, including: establishing the “Yangpyeong in Paintings” exhibition space in the civil service office; improving floor guidance lines and service counter environments; replacing the queue ticket dispenser for people with disabilities; providing advance notice of full call recording and setting recommended consultation times; producing civil service manuals and foreign language translations; posting notices restricting entry for unlawful acts by visitors; establishing a dedicated response team for unlawful acts by visitors; and making efforts to improve civil service administration through the “People’s Ideas Box” platform.


Jeon Jinseon, Governor of Yangpyeong County, stated, “Yangpyeong County prioritizes the happiness of civil service users above all else, and we will continue to fulfill the role of the ‘National Happiness Civil Service Office’ through ongoing improvement and innovation. We will also take the lead in developing new civil service administration initiatives that can satisfy both users and staff alike.”


Meanwhile, the Yangpyeong County civil service office has become more than just an administrative space; it has established itself as an open area where communication and empathy with residents take place. The county plans to continue providing a wide range of civil service offerings to meet the expectations of its residents.
