Yangju City Holds Briefing on "Defense MRO+4R Cluster" Policy Research
Laying the Foundation for Strengthening Defense MRO Competitiveness and Building a Defense Industry Innovation Cluster
On October 13, Yangju City in Gyeonggi Province held a briefing session at city hall on the "Policy Research for Establishing a Defense MRO+4R Cluster Based in Yangju City," presenting a blueprint to become the central city for the defense industry in northern Gyeonggi Province.

This research is being carried out to formulate a strategic direction for strengthening the competitiveness of the defense Maintenance, Repair, and Overhaul (MRO) industry centered in Yangju City and for building an innovative defense industry ecosystem. The study is being conducted by the Security Management Research Institute, led by Dr. Lee Changyong.
MRO stands for Maintenance, Repair, and Overhaul, and is a core industrial sector encompassing the overall maintenance, repair, and performance upgrades of military equipment.
The core of this research, the "MRO+4R Cluster," goes beyond the traditional concept of military logistics maintenance. It is being designed as an integrated industrial model that focuses on the four pillars of maintenance-based '4R': strengthening research capabilities (Research), ensuring resilience (Resilience), promoting performance upgrades (Retrofit), and creating jobs (Recruit). The cluster aims to encompass advanced technology development and the establishment of collaborative systems among the private sector, government, and military.
Yang Soo-hyun, mayor of Yangju City, stated, "The defense MRO industry is a key driver that can simultaneously realize advanced technology, the growth of defense companies, and the creation of quality jobs," emphasizing, "With its strategic location in northern metropolitan Seoul and excellent industrial infrastructure, Yangju is the optimal site for establishing a defense MRO and defense industry innovation cluster."
He added, "We have already submitted a proposal to attract the Gyeonggi Province Defense Venture Center. I hope that this research will create synergy with the Defense Venture Center and become a solid policy foundation for the designation of a defense industry innovation cluster."
Based on the results of this research, Yangju City plans to develop detailed implementation strategies to secure real competitiveness in the defense MRO industry and to establish a mutually beneficial industrial ecosystem between the civilian and military sectors, aiming to become the central city for the development of the defense industry in northern Gyeonggi Province.
