Starting with this campaign, the city will actively promote a signature drive both online and offline for one month until November 16, aiming to collect 100,000 signatures.

Despite being the only special city outside the Seoul metropolitan area, Changwon suffers from severely underdeveloped rail transport infrastructure. The current Gyeongjeon Line KTX service takes over three hours from Seoul Station to Masan Station, offering only a partial high-speed rail service. In addition, the limited number of train operations continues to inconvenience citizens.

In response, the city plans to focus on intensive campaigns and a citywide signature drive at major station areas and multi-use facilities. Changwon will also work to build public consensus by hosting forums on rail network development, operating promotional booths at various events such as the Masan Gagopa Chrysanthemum Festival, and organizing relay statements with related local organizations.

Jang Geumyong, Acting Mayor of Changwon Special City, stated, "The Dongdaegu-Changwon high-speed rail line is a core project that will dramatically improve Changwon's transportation conditions. Once the high-speed rail is constructed, travel time to Seoul will be reduced to approximately 2 hours and 20 minutes, and the number of train operations will increase significantly. This will not only alleviate inconvenience for citizens but also help ease the concentration in the metropolitan area and contribute greatly to the formation of a mega-regional economic zone connecting Daegu, Changwon, and Busan."
