Comprehensive Audit Results of South Jeolla Provincial Office of Education Released Online
Issues Uncovered in Management of Temporary Teachers and School Environment
Ten Violations Detected... Residents Express Outrage and Question Trust
Numerous cases of poor administrative work by the Yeonggwang Office of Education in South Jeolla Province have been uncovered, including inadequate health management for school meal service workers and negligence in managing school environmental hygiene.
The South Jeolla Provincial Office of Education recently released the results of a comprehensive audit (conducted from June 9 to June 13) of the Yeonggwang Office of Education on its official website.
According to the published audit results, the Yeonggwang Office of Education failed to properly input the NEIS work experience for temporary teachers working at a local elementary school and other institutions, resulting in an overpayment of 3,410,880 KRW and an underpayment of 1,385,890 KRW.
In addition, for school meal service workers, regulations such as the School Meal Act and the Basic School Meal Plan (published annually by the South Jeolla Provincial Office of Education) require that health checkups be conducted within the designated period, with guidance and inspections carried out at least twice a year. In particular, food handlers and cooks must undergo a health checkup every six months, and these records must be kept for two years. However, due to improper management by the Yeonggwang Office of Education, school meal service workers were left without timely health checkups, exceeding the required deadlines.
Serious mismanagement of environmental issues within schools was also revealed.
According to relevant regulations, when a school is newly built, expanded, remodeled (with inspections within three years of completion), or when new equipment such as desks, chairs, or computers is brought into the school building, indoor air quality must be measured within a specified period. Nevertheless, it was found that although the Yeonggwang Office of Education had been promoting the "School Facility Indoor Air Quality Measurement Service Project" from 2023 to this year, it failed to conduct special inspections of the targeted schools.
Other violations detected included negligence in imposing penalty points for violations by private tutoring instructors, inadequate security settings for electronic documents containing personal information, improper execution of facility construction projects, and careless handling of daily expense work.
The total number of violations detected in this comprehensive audit by the South Jeolla Provincial Office of Education reached ten cases (three warnings, twenty-two cautions, and five corrective actions).
Meanwhile, local residents have expressed outrage over the findings.
A parent in Yeonggwang said, "With so many administrative failures revealed at the Yeonggwang Office of Education, which is supposed to be the administrative control tower for education in Yeonggwang, how can we trust them with our children?" expressing deep frustration.
