On October 1, President Lee Jaemyung met with Sam Altman, CEO of OpenAI, and remarked, "I am a paid subscriber of ChatGPT." CEO Altman described Samsung and SK as "promising partners in Korea" and expressed his satisfaction with the newly established partnership.
President Lee made these comments while hosting CEO Altman at the Yongsan Presidential Office on the same day. In response, CEO Altman said, "Korea has the highest number of paid subscribers per capita," adding, "Thank you for that." Samsung Electronics Chairman Lee Jaeyong and SK Group Chairman Chey Taewon were also present at the meeting.
President Lee stated, "What we used to see in comics has become reality, and I believe AI development will bring about results as significant as humanity's discovery of metals," and urged, "Please work even harder so that we can create a truly happy world."
CEO Altman began by saying, "Korea is aiming to develop a thriving AI ecosystem, and I am truly delighted that we can work together on this."
He went on to say, "Korea truly possesses an incredible world," adding, "I am very pleased to be working together on Stargate Korea and to be building data centers with Korea's outstanding partners." Before the meeting, CEO Altman signed a letter of intent for semiconductor (HBM) partnership under the Stargate Project with Samsung and SK.
CEO Altman also stated, "I hope we can jointly support the goal of sovereign AI," and expressed, "I look forward to working together on even more projects in the future." Regarding Korea, he assessed, "From an industry perspective, Korea has an industrial base that no other country in the world possesses."

Chairman Lee Jaeyong and Chairman Chey Taewon, who have established partnerships with OpenAI, also expressed their gratitude and commitment to investing in AI. Chairman Lee stated, "With the government taking the lead and our companies working together, we have laid a solid foundation for Korea's AI infrastructure innovation in a short period of time," and added, "I am confident that, through this collaboration, Korea will stand at the center and lead the global AI paradigm, pioneering a new future."
Chairman Lee continued, "We will take the lead not only in ensuring a stable supply of semiconductors but also in fostering a healthy AI ecosystem that includes small and venture businesses," pledging, "We will also focus on nurturing outstanding AI talent among the youth, who represent the future generation of our society."
Chairman Chey emphasized, "Sam Altman mentioned that there will be significant demand going forward and presented us with a grand vision and request related to memory semiconductors," adding, "This is an important occasion where a single company will handle half of the world's memory chip volume, and Korean memory companies will collaborate to meet that level of demand."
He further stated, "We have signed an agreement with OpenAI to establish an AI Digital Center in the southwestern region of Korea," and added, "This has become another crucial stepping stone for Korea's AI infrastructure, and I hope that with such steps, we will continue to grow into one of the world's top three AI powers."
The partnership OpenAI signed with Samsung and SK on this day centers on cooperation under the Stargate Project. The Stargate Project is a large-scale AI infrastructure initiative led by OpenAI. The project requires up to 900,000 semiconductor wafers per month, and OpenAI has stated its intention to source these wafers from Samsung and SK.
