According to the police and fire authorities on September 29, at around 2:04 p.m., a report was received that a woman, Ms. A, was hanging by her legs from the railing on the 23rd floor of an apartment in Suwon, Gyeonggi Province.
The 119 rescue team dispatched to the scene deployed an air mat on the first floor of the apartment while simultaneously ascending to the upper floors to secure a rope.
One team member descended to the 23rd-floor railing using the rope and secured Ms. A to the railing from the outside. Other team members who entered the apartment on the 23rd floor also held onto Ms. A to prevent her from falling. Additionally, a responder was stationed on the 22nd floor, directly below, as a precaution against any unforeseen accidents.
The team succeeded in moving Ms. A safely inside the railing at 2:30 p.m., just 26 minutes after the initial report was received. Ms. A suffered serious injuries, including a fractured leg, and was transported to the hospital. Fortunately, her life is not in danger.
The police and fire authorities believe that Ms. A attempted to jump from the apartment but her legs became caught on the 23rd-floor railing, preventing her from falling to the ground. They are currently investigating the detailed circumstances of the incident.
