Recently, after the Ministry of Land, Infrastructure and Transport limited the number of new reconstruction maintenance zones in Bundang, the first-generation new town, to a maximum of 12,000 households for next year and prohibited the carryover of any unallocated volume from this year, Bundang residents formed a united emergency response committee and began simultaneously pressuring both the central government and Seongnam City. There is growing criticism that only the residents are suffering due to conflicts between the central and local governments.

The "Emergency Response Committee Against the Carryover Limit on Bundang Reconstruction" stated on the 28th, "We will not stand by the Ministry of Land, Infrastructure and Transport's unfair regulations or Seongnam City's incompetent administration," urging both the ministry and the city to resolve the issue. The committee includes all apartment, villa, and single-family home associations in Bundang. The affiliated residents number 88,000 across 60 complexes.


The committee demanded the immediate withdrawal of what it called an "unfair measure targeting only Bundang" and called for public explanations on three specific issues. The committee asked, "Is it truly impossible to proceed with Bundang's reconstruction without an immediate relocation complex for 1,500 households?" They also demanded clarification on "the specific reasons for rejecting the relocation site proposed by Seongnam City" and "the grounds for prohibiting the carryover of this year's unallocated volume."


The committee also criticized Seongnam City, stating, "After the Ministry of Land, Infrastructure and Transport rejected the proposed alternative relocation site, Seongnam City failed to search for additional sites or engage in further work consultations, which is a clear case of administrative negligence." They urged the city to cooperate with the ministry to establish a relocation plan and to ensure the maintenance plan for the leading districts passes within the year.


In response, the Ministry of Land, Infrastructure and Transport explained on the 26th that "the restriction on the carryover of maintenance zone designations applies not only to Seongnam City but to all five local governments of the first-generation new towns." The ministry also pointed out that this policy had already been reflected in the "Seongnam City Basic Plan for the Maintenance of Aging Planned Cities," which Seongnam itself had drafted and presented for public review. Regarding the core issue of "relocation complex shortage," the ministry stated, "After Seongnam City unilaterally requested the cancellation of the previously discussed Yatap-dong site project, it submitted three alternative candidate sites without sufficient prior review. These sites already contain many residential facilities, making it virtually impossible to secure the land. We communicated these review results to Seongnam City in May."
