"I Want to Touch Your Chest"... 'Lease Fraud' Victim Yang Chisung Releases Sexual Harassment CCTV Footage

Claims of Sexual Harassment by Enforcement Officer During Gym Closure
"How Could Such a Comment Be Made in Such a Nerve-Wracking Situation?"

Yang Chisung (51), a health trainer and broadcaster who suffered damages of approximately 1.5 billion won due to a building lease fraud, revealed that he was sexually harassed by an enforcement officer during the process of closing his gym and released CCTV footage as evidence.


On the previous day, September 27, Yang shared a video on his personal YouTube channel, detailing the situation during the compulsory execution at his gym.

He stated that one of the three enforcement officers said to him, "You have a great physique. I want to touch your chest." The CCTV footage released in the video showed the officer actually making physical contact with part of his body.


He explained, "At the time, I was too overwhelmed dealing with the forced eviction to react," and expressed strong discomfort, saying, "How could someone make such comments in such a tense situation? That should never happen." Yang also claimed that he suffered additional damages during the gym closure. He said that during the process of disposing of gym equipment, some buyers took items without paying or tore up and stole mats, resulting in theft. The CCTV footage clearly captured the circumstances of these thefts. He reported the incidents to the police and was able to recover his belongings, but said he never received an apology.


Yang lamented, "At first, people only took what they had purchased, but later they started mixing in stolen goods. I even gave away many expensive items for free, but it was just too much."

Yang opened his gym in Nonhyeon-dong, Gangnam-gu, Seoul in 2018, but it was later revealed that the building was a public facility constructed under a donation-in-kind condition. He stated that he was unaware of this during the contract process, but in 2022, he received an eviction order from the Gangnam District Office and lost a lawsuit over the building, ultimately forcing him to vacate the gym. He claimed that he suffered losses of about 1.5 billion won, including his deposit and facility investment costs.


Yang's case has drawn public attention in connection with tenant protection issues. The National Assembly's Land, Infrastructure and Transport Committee has decided to summon Yang as a witness at next month's parliamentary audit to hear about cases of lease fraud and damages suffered by tenants of public facilities. He had previously filed a petition emphasizing the need to protect the rights of tenants in public facilities acquired through donation-in-kind arrangements.
