647 Government Administrative Computer Systems Suspended
Unmanned Civil Document Issuance and Other Services Down in Jeonnam
All Independently Operated Systems Functioning Normally
Collaboration with Cities and Counties for Real-Time System Monitoring
24-Hour Cyber Incident Response Center Also in Operation
With the administrative computer network effectively paralyzed due to the fire at the Daejeon National Information Resources Service, Jeonnam Province has entered an "emergency operation mode" to minimize damage to residents.
According to Jeonnam Province and other sources on September 27, a fire broke out at around 8:20 p.m. on September 26 in the UPS (Uninterruptible Power Supply) room on the fifth floor of the National Information Resources Service in Yuseong-gu, Daejeon, during a lithium battery replacement. As a result, 647 government administrative computer systems, including Government24, post office, financial, and postal systems, have been suspended. Of these, 436 are public administrative systems.
This fire has had both direct and indirect impacts on Jeonnam Province's administrative systems.
In fact, in Jeonnam Province, damage has been accumulating in certain departments, such as the spokesperson's office, where basic work like distributing press releases to media outlets has been suspended.
In addition, several administrative services related to civil servants' work, including official authentication (GPKI), the electronic approval system (Onnara official document transmission and reception), the integrated public officials' email (Korea Mail), PC video conferencing, and Ontalk, have been temporarily suspended. As a result, administrative services such as "unmanned civil document issuance," "legal form civil registration," "subsidy," "resident registration," and "building administration" are currently unavailable.
However, it has been confirmed that all 50 internal and external information systems built independently by Jeonnam Province, as well as 41 administrative systems that have been migrated to private cloud services, are operating normally.
Jeonnam Province has implemented emergency response measures in light of the larger-than-expected scale of the computer system failure.
Jeonnam Province will immediately conduct an emergency inspection of the provincial government building's UPS batteries (located on the first basement floor). In addition, the province will collaborate with 22 cities and counties in Jeonnam to manage the situation and monitor key systems in real time.
They will also conduct administrative system and network inspections and data backup operations simultaneously, while operating a 24-hour cyber incident response center to prepare for any contingencies.
An official from Jeonnam Province stated, "Currently, the administrative computer systems operated independently by Jeonnam Province are functioning without any problems. However, there are some disruptions in systems operated by the Ministry of the Interior and Safety. Since this is a nationwide issue, there is no solution yet. If there is urgent work that needs to be processed, it can be sufficiently handled by other means such as fax, so we believe there will be little to no damage to the residents of Jeonnam Province."
