Ministry of Education: Only NEIS Login Function Affected... Student Aid Applicants Must Scan and Upload Documents

Administrative Information Systems Paralyzed by NIRA Fire
Ministry of Education Holds Emergency Situation Inspection Meeting

The Ministry of Education has conducted inspections of educational administration information systems, including the NEIS system, in response to the fire at the National Intelligence Resources Management Agency (NIRA). At schools, the NEIS (National Education Information System) is experiencing errors only with its login function, while the student financial aid system is accepting applications, but applicants must directly scan and upload supporting documents for review.


On September 27, the Ministry of Education held an emergency situation inspection meeting at the Government Complex Sejong to assess the damage caused by the fire at NIRA. The Central Accident Response Headquarters, led by Deputy Prime Minister for Social Affairs and Minister of Education Kyojin Choi, was also established to initiate an emergency response system.

Immediately after the fire at NIRA the previous day, the Ministry of Education conducted an emergency inspection of its administrative information systems. Currently, information systems such as the ministry’s homepage are out of service. Login services for educational administrative information systems such as NEIS and the Local Education Administration and Finance Integrated System (K-Edufine) are also experiencing disruptions.


The Ministry of Education explained that, because the physical infrastructure for NEIS and K-Edufine used in schools is separately managed by provincial and metropolitan offices of education and the NEIS General Center, there have been no issues such as data loss. The current problem is limited to the login function. The ministry plans to implement technical measures to enable login and service use through the Educational Public Key Infrastructure (EPKI) system.


For the Korea Student Aid Foundation’s financial aid system, applications can be submitted, but due to difficulties linking review documents through the Government24 system, applicants must scan and upload documents such as family relationship certificates themselves. For the Test of Proficiency in Korean, measures such as extending the application period or providing a temporary application page are under review. For the Korean History Proficiency Test, options such as extending the additional application period due to cancellations are also being considered.


The Ministry of Education stated that, with the crisis alert level raised to "serious" at 8:00 a.m. on this day, it held an emergency situation inspection meeting and will make it its top priority to ensure there is no inconvenience for teachers, students, parents, and the general public in using school administrative and educational services.
