Disease Control Agency Systems Disrupted by NIRS Fire... Welfare Portal Also Down

Due to a fire at the National Information Resources Service (NIRS), disruptions have occurred in several systems, including the Disease Control and Prevention Agency's Integrated Disease Control Information System. The Ministry of Health and Welfare's official website, as well as the comprehensive welfare service portal "Bokjiro," are also inaccessible.


According to the Disease Control and Prevention Agency on September 27, this fire incident has caused IT system failures affecting the agency's website, its affiliated organizations' websites, internal administrative systems, the Integrated Disease and Health Management System, and the Integrated Disease Control Information System. In response, the agency has instructed that cases requiring immediate action-such as first-class infectious diseases, unidentified infectious diseases, or bioterrorism-related infections-should be reported by phone to the agency's General Management Office.


For second- and third-class infectious diseases, group outbreaks should be reported immediately to the General Situation Room, while individual cases must be reported to local health centers by phone or fax within 24 hours.


The Disease Control and Prevention Agency has implemented an emergency work system centered on the General Situation Room and stated that it is working closely with the Ministry of the Interior and Safety and other relevant agencies to restore the systems as quickly as possible.


In addition, the "Bokjiro" comprehensive welfare service portal is currently inaccessible. Bokjiro is a welfare portal operated by the Ministry of Health and Welfare and the Korea Social Security Information Service, where users can check information on various welfare services-including the Basic Livelihood Security Program's living, medical, and educational benefits, emergency welfare support, child allowances, basic pensions, and energy vouchers-and apply for them online.


The "e-Haneul Funeral Information System," an online reservation site for cremation facilities operated by the Ministry of Health and Welfare, is also unavailable.


To respond to these system disruptions, the Ministry of Health and Welfare issued a warning alert at around 8 a.m. and held an emergency situation review meeting chaired by the First Vice Minister.
