"Bureaucratic Abuse to Increase Supply Everywhere Except Bundang...
Strong Response Together with Citizens"
Seongnam Mayor Shin Sangjin held an emergency press conference at 3:30 p.m. on the 26th at Moran Hall in City Hall, strongly demanding a fundamental review of the Ministry of Land, Infrastructure and Transport's recently announced 2026 Phase 1 New Town Reconstruction Housing Supply Expansion Plan. He stated, "The measure to exclude only Seongnam Bundang from the allocation of additional housing units must be reconsidered from the beginning."

Mayor Shin criticized, "Among the five Phase 1 new towns, only Bundang, which has the largest scale of reconstruction and the highest resident demand, was allocated zero additional units. This is not only unfair but also effectively undermines the reconstruction efforts in Bundang."
He further pointed out, "The pressure to deduct the unassigned pilot district units from next year's allocation if the maintenance zone is not designated within this year is an act of bureaucratic abuse that mocks the citizens."
The Ministry of Land, Infrastructure and Transport announced that, as a follow-up to the new administration's September 7 Housing Supply Plan, the permitted reconstruction units for the five new towns in 2026 would be dramatically increased from the previous 26,000 to 70,000 units.
However, Seongnam Bundang was not assigned any additional units and remains limited to the existing 12,000 units. In contrast, Goyang Ilsan’s allocation increased from 5,000 to 24,800 units, Bucheon Jungdong received an additional 18,200 units, Anyang Pyeongchon 4,200 units, and Gunpo Sanbon 1,000 units.
Regarding this, Mayor Shin questioned, "While the overall appearance is that the government is actively promoting reconstruction in all new towns, why is it that supply is being significantly increased in areas with lower demand, while Bundang, which has the largest scale and demand, is being excluded?"
He added, "To prevent disadvantages for residents, Seongnam City already proposed five candidate sites for relocation complexes to the Ministry of Land, Infrastructure and Transport, but all were rejected on the grounds that construction would be difficult by 2029. Even the alternative sites we suggested were repeatedly deemed inappropriate, resulting in Bundang alone being excluded from the housing supply expansion."
Mayor Shin also strongly criticized, "The Ministry claims that new housing supply plans within a 10-kilometer radius of Seongnam City can be used as relocation capacity. However, due to the unique characteristics of Seongnam, there are no new housing sites, and lifting the development restriction zone is necessary. Excluding us on the grounds of a lack of housing supply measures, without addressing this, is illogical and constitutes bureaucratic abuse against a city of one million residents."

He continued, "We will fight to the end against the Ministry's contradictory and unreasonable actions, mobilizing all our resources to protect the rights of Seongnam citizens and ensure a stable residential environment. Both I and Seongnam City always stand with our citizens, and we will take firm action to safeguard their right to survival and housing."
