The county was especially recognized for expanding reading spaces centered around small libraries and for creating venues for communication that span generations and social classes in culturally underserved areas, thereby establishing an environment where residents can more easily access books.

Since the opening of the Sinji Sunshine Small Library in 2014, the county has established a total of 10 libraries, including those in Geumdang, Soan, Saengil, Yaksan, Neopdo, Gunoe, Bogil, Gogeum, and Wando-eup. In addition, the county has been steadily implementing outreach reading programs.

A county official stated, "Our efforts to improve the reading environment and promote cultural welfare for residents in culturally underserved areas have borne fruit with this award," adding, "We will continue to do our best to create an environment where all residents can have easy access to books and to promote a reading culture across various social groups."
