Ordinance Bill Passes Committee Review

Kim Jinyeop, a member of the Gyeongbuk Provincial Assembly's Construction and Firefighting Committee (People Power Party, Pohang 8), sponsored the "Ordinance on Supporting Urban Complex Development in Gyeongsangbuk-do" during the 358th temporary session of the Gyeongbuk Provincial Assembly, and passed the committee's review on the 23rd.


Recently, Gyeongsangbuk-do has been facing an accelerating risk of regional extinction due to population decline and aging. As a result, the need to restore urban functions and secure new engines of growth has become increasingly important.

This ordinance bill was proposed to promote the complex and innovative use of urban spaces and enhance urban competitiveness by specifying matters necessary for the designation and operation of innovation districts delegated by law, in accordance with the enforcement of the "Act on Supporting Urban Complex Development."


The main contents of the ordinance include stipulating the requirements for designating growth hub-type and residential-centered urban complex development innovation districts, procedures and announcements for proposing complex development plans, the ratio for lifting the designation of innovation districts, and establishing selection criteria for appraisal corporations, among others.


Kim emphasized, "Revitalizing aging downtown areas and transforming them into spaces where residential, commercial, and transportation functions are integrated is key to enhancing urban competitiveness," adding, "This ordinance will provide clear standards for promoting urban complex development projects and will make a significant contribution to activating housing supply and establishing essential living infrastructure, especially to attract younger generations."


The ordinance is scheduled to be finalized and promulgated after deliberation at the plenary session on October 2.
