Heo served as the chairperson of the Wando County Council from the second half of last year through the first half of this year. She is regarded as a leading policy-oriented figure within the council.

Previously, on September 20, Lee Cheol, Vice Chairperson of the South Jeolla Provincial Council, held a publication ceremony at the Wando Culture and Arts Center and indicated his intention to run for Wando County Governor. Currently, there are about 7 to 8 confirmed preliminary candidates for the position. As the incumbent governor, Shin Woochul, is unable to run due to the three-term limit, the Wando County Governor race is effectively wide open. With the 9th nationwide local elections scheduled for June 3 next year, the competition is intensifying.
