Since 2024, the city has been promoting the "Basic Plan for the Utilization of the Space Under the Gyeongwon Line and Idle Land," aiming to install community facilities by making use of the area beneath the Gyeongwon Line viaduct and nearby idle land passing through Hoecheon New Town.

Subsequently, Yangju City participated in the 2025 National Railroad Corporation's public project for the utilization of idle railway land and was ultimately selected for the "Development Project for the Space Under the Gyeongwon Line and Idle Land."

With this selection, Yangju City will sign an agreement with the National Railroad Corporation and be able to use the designated railway land free of charge for 20 years.

The project site covers a total of 1.63 kilometers, including the first phase section of Hoecheon New Town and the second phase section from Deokgye Station to the planned Hoecheon Central Station, encompassing the area beneath the viaduct and adjacent idle land.

The city plans to install a "Lighting Date Trail," a "Picnic Culture Plaza," a "Waterside Rest Facility," and a "Fitness Facility" in this area. In the surrounding land, it also plans to create a "Barefoot Trail," a "Scenic Lighting Walkway," and an "Art Gallery."

An official from Yangju City stated, "This selection is highly significant as it will help improve both the connectivity and the urban landscape of Hoecheon New Town, which has been divided by the Gyeongwon Line railway land. We will do our utmost to swiftly provide parks, walking trails, and other amenities that citizens can truly benefit from, thereby enhancing the quality of life."
