Muan-eup, Illo-eup, and Hyeongyeong-myeon Designated
Restoration of Public Facilities Including Roads and Bridges
Three towns in Muan County, South Jeolla Province, were designated as special disaster zones on September 18. With this declaration, national funding will be expanded, which is expected to accelerate recovery efforts and strengthen support for stabilizing the lives of local residents.
On August 3, torrential rains brought a maximum daily rainfall of 142.1 mm and a total of 320 mm to Muan County, resulting in flooding of 97 homes and 204 commercial buildings, with total damages amounting to approximately 5.1 billion won. The breakdown of damages by area is estimated at 1.177 billion won in Muan-eup, 1.119 billion won in Illo-eup, and 1.151 billion won in Hyeongyeong-myeon.
According to the Ministry of the Interior and Safety's final damage assessment, the total exceeded the 4.1 billion won threshold required for national funding support, leading to the decision to provide recovery funds. In particular, as Muan-eup, Illo-eup, and Hyeongyeong-myeon each suffered damages exceeding 1 billion won, these areas were designated as special disaster zones, and the national subsidy rate for restoring public facilities such as roads and bridges will be increased.
As a result, the financial burden on the local government will be reduced, and affected residents will receive support such as deferred payment of national and local taxes, reductions in health insurance premiums and public utility charges, and disaster recovery loans to help stabilize their lives.
Separately from the special disaster zone declaration, the county has secured 2 billion won from its own budget and plans to provide disaster relief funds before Chuseok, granting 3.5 million won per household affected by residential flooding and 3 million won per business affected by commercial flooding.
On September 19, County Governor Kim San stated, "It is fortunate that national funding support has been expanded with the special disaster zone declaration, but we will also make every effort to thoroughly assist residents in areas not included this time in their recovery. We will focus all administrative resources to help our citizens return to their daily lives as soon as possible."
