The second round of Livelihood Recovery Consumption Coupons will be distributed over a six-week period from September 22 to October 31, with each individual eligible for 100,000 won.

The second round will be provided to those whose total household health insurance premiums fall below the designated threshold. However, individuals with high-value assets-specifically, those with a 2024 property tax base of 1.2 billion won or more, or financial income of 20 million won or more-will be excluded. Eligibility based on individual health insurance premiums can be checked on the National Health Insurance Service website and app.

The property tax base criteria for high-value asset exclusion can be checked on the Wetax website and Smart Wetax app, while financial income can be verified on the Hometax website.

As with the first round, applications must be made individually and can be submitted both online and offline. Recipients can choose their preferred method of payment, including credit or debit cards, Imsil Love Gift Certificates (mobile or card), or prepaid cards.

During the first week of the second round, the day-of-the-week system based on the last digit of the applicant's birth year will apply: Mondays for those ending in 1 and 6, Tuesdays for 2 and 7, Wednesdays for 3 and 8, Thursdays for 4 and 9, Fridays for 5 and 0, and anyone can apply online during weekends.

Notably, during the National Foundation Day and Chuseok holidays, township offices and bank branches linked to cards will not be open, so residents are advised to apply early or use the online application system.

Applications and distributions for the second round of Livelihood Recovery Consumption Coupons will close on October 31, so residents wishing to receive the coupons must apply within the designated period.

As with the first round, the coupons can be used at small businesses with annual sales of 3 billion won or less, except for restricted industries. Starting from the 22nd, select Hanaro Mart locations in township areas with poor consumption conditions have also been added as eligible merchants.

Additionally, military personnel serving in Imsil County will be able to apply for the second round of Livelihood Recovery Consumption Coupons at their duty station's township office. Upon application, they will receive prepaid cards or similar payment methods that can be used within the local government area.

For convenience, military unit administrators will be able to collect and submit applications on behalf of soldiers in bulk. Both the first and second rounds of Livelihood Recovery Consumption Coupons must be used by November 30; any unused balance after this period will expire.

County Governor Sim Min stated, "The first round of coupon distribution had a positive impact on revitalizing local businesses, with increased sales and visitors. We will ensure the smooth distribution of the second round of Livelihood Recovery Consumption Coupons and take proactive measures and promotional efforts to invigorate the Imsil County commercial district."
