Jeonju City in North Jeolla Province will begin accepting the second round of applications for the "Livelihood Recovery Consumption Coupons," a key government initiative aimed at revitalizing the local economy, from September 22 through October 31.
According to the city on September 18, the Livelihood Recovery Consumption Coupons are a new government-tailored support measure designed to directly enhance citizens' purchasing power while simultaneously boosting sales for local small business owners. In the first round, approximately 99.3% of Jeonju residents, or 620,276 people, received the coupons.

The support amount for this round is 100,000 won per person. All citizens, except those in the top 10% of combined household income, are eligible. The coupons will be distributed to those whose household’s health insurance premium, as of June, falls below the standard threshold based on the number of household members.
However, households with a total property tax base exceeding 1.2 billion won last year, or with total financial income exceeding 20 million won, are excluded from eligibility.
Applications can be made both online and offline, with applicants able to choose between local gift certificates (card or mobile), credit/debit cards, or prepaid cards. To reduce congestion and complaints during the initial application period, a five-day rotation system based on the last digit of applicants’ birth year will be implemented for both online and offline applications during the first week (September 22-26). On weekends, only online applications will be accepted.
The city has established a dedicated task force and conducted pre-application online training to ensure smooth distribution of the second round of coupons. Temporary staff and additional IT equipment have also been secured, creating a robust and seamless framework for the distribution process.
Additionally, Jeonju City plans to continue offering citizen-friendly services, such as the "visiting application service" for seniors and people with disabilities. For the second round, the offline application process at community centers has been streamlined, allowing applicants to simply present their ID without the need for a separate application form.
The city expects that the distribution of these consumption coupons will stimulate local spending, support the recovery of sales for self-employed and small business owners, and help citizens feel a tangible improvement in their economic situation, thereby fostering a virtuous cycle across Jeonju's local economy.
Alongside this, the city will also hold an event to encourage the use of Jeonju Love Gift Certificates and the early use of the consumption coupons, both of which are expected to help increase small business sales.
The event will select 500 citizens who apply for the second round of Livelihood Recovery Consumption Coupons using Jeonju Love Gift Certificates (Dwaeji Card) and spend the entire amount by the end of next month. These winners will be chosen in November and will receive a 10,000 won recharge bonus.
A city official stated, "We hope that the distribution of these consumption coupons will help Jeonju residents return to their daily lives and serve as a catalyst for revitalizing the local economy. We ask for prompt use of the coupons to boost the local economy ahead of the holidays, and we will continue to develop various policies to support livelihood recovery."
