On September 18, Paju City in Gyeonggi Province announced that it will implement the second round of 'Livelihood Recovery Consumption Coupons,' a government initiative aimed at revitalizing consumption and boosting sales for small business owners to support the recovery of the local economy, from September 22 to October 31.

The amount of support for this second round of consumption coupons is 100,000 won per person. Eligibility is limited to the lower 90% based on health insurance premiums assessed in June 2025. However, citizens whose total assessed value of property for 2024 exceeds 1.2 billion won, or whose total financial income exceeds 20 million won, are excluded from the program.

To ensure fairness in eligibility, for single-person households, the selection criterion is set at an annual income of approximately 75 million won, and those with health insurance premiums of 220,000 won or less are included. For households with two or more income earners, the selection standard is adjusted by adding one more household member to the calculation.

Applications can be submitted both online and offline, and applicants may choose between a credit/debit card or local currency (Paju Pay) as their preferred method. For both options, during the first week of applications, the same five-day system based on the last digit of the applicant's birth year, as used in the first round, will be applied. (22nd: 1, 6 / 23rd: 2, 7 / 24th: 3, 8 / 25th: 4, 9 / 26th: 5, 0)

Citizens who wish to receive the coupon via credit or debit card can apply online through their card company's website, app, or customer service center, or visit a bank branch affiliated with their card for in-person application.

For those who prefer local currency (Paju Pay), applications can be quickly and conveniently submitted online through the local currency website or app. If online application is difficult, applicants can visit the administrative welfare center in their residential area.

Additionally, starting from September 22, a 'visiting application' service will be available for residents with limited mobility, such as the elderly or people with disabilities. If requested at the local administrative welfare center, a staff member will visit the applicant's home to assist with the process.

As in the first round, to prevent smishing scams involving fraudulent text messages impersonating the government or financial institutions, the government, card companies, and local currency operators will not send any text messages containing direct internet links (URLs) regarding the distribution of these consumption coupons.

If you receive a text message prompting you to click on an internet link, do not access the link under any circumstances and delete the message immediately. Extra caution is advised.

Paju City Mayor Kim Kyungil stated, "Thanks to the active interest and participation of our citizens, Paju City achieved an application rate of over 99% and a usage rate exceeding 83% during the first round of consumption coupon distribution. We will thoroughly prepare for the second round to ensure that all citizens receive their consumption coupons without anyone being left out."

The Livelihood Recovery Consumption Coupons (both the first and second rounds) can be used until November 30, and any unused amount will expire after the deadline.
