Damyang County in South Jeolla Province (Governor Jeong Cheolwon) announced on September 17 that it will begin accepting applications for the "Second Phase Livelihood Recovery Consumption Coupon Support Program" starting from September 22, in an effort to revitalize the sluggish local economy and stabilize residents' livelihoods.


The first phase of the consumption coupon program was implemented from July 21, providing 9.5 billion won to 43,781 recipients. Thanks to proactive measures such as on-site application services, the final distribution rate reached 99.6%, ranking first among all counties in South Jeolla Province.


For the second phase, applicants can choose to receive the coupons via credit or debit card, or through the Local Love Gift Certificate (mobile or paper format). The usage period remains the same as the first phase, ending on November 30. Any unused balance after this date will expire.


The program targets 41,702 residents, which is 90% of the county's population. Eligibility is determined based on the household members listed together on the resident registration record as of June 18, 2025, according to the Resident Registration Act, and is limited to citizens residing in Korea.


However, households with a combined property tax assessment exceeding 1.2 billion won or financial income exceeding 20 million won are excluded. Households whose total health insurance premiums assessed in June fall below the selection criteria are eligible for support. As the second phase targets the bottom 90% income bracket, applicants can check their eligibility in advance. The amount distributed per recipient is 100,000 won.


The county expects that this consumption coupon support will stimulate local spending and boost sales for small business owners, thereby revitalizing those struggling due to the economic downturn and easing household financial burdens.


A county official stated, "The Livelihood Recovery Consumption Coupon is not just a simple consumption support measure, but an important policy for stabilizing residents' livelihoods and promoting a virtuous cycle in the local economy. We hope for active participation in this second phase of support."
