Policy Discussions on Rationalizing Economic Criminal Penalties and Protecting Corporate Activities
The Korea Institute of Criminology and Justice Policy (President Jung Woongseok, hereinafter referred to as the Institute) will hold a seminar on desirable legislative directions for economic criminal penalties, including labor relations laws and the crime of breach of trust.
The Institute announced on September 17 that it will host a seminar titled "Innovation and Challenges of Economic Criminal Penalty Systems for the Protection of Economic Activities and Establishment of Legal Order" at 2 p.m. on September 22 at Topaz Hall, 2nd floor of the Federation of Korean Industries (FKI) building.

Last month, President Lee Jaemyung, who launched the "Economic Criminal Penalty Rationalization Task Force (TF)" with the participation of government ministries and research institutes to address the contraction of corporate activities caused by excessive economic criminal penalties, recently stated through a spokesperson's briefing that these discussions will continue.
In line with this timely issue, the Institute has prepared this seminar to provide a forum for policy discussions aimed at rationalizing criminal penalty regulations, while also seeking a balance between establishing legal order and supporting economic activities by strengthening strict responses to serious crimes and enhancing victim protection.
At the opening ceremony, following an address by President Jung Woongseok, National Assembly members Kwon Chilsung, Kim Taenyon, and Ahn Dogeol of the Democratic Party of Korea, as well as Song Seokjun of the People Power Party, will deliver congratulatory remarks emphasizing the need for balanced development between the economy and legal order.
This seminar will consist of two sessions.
In the first session, Bae Sanggyun, Associate Research Fellow, will give a presentation on "The Current Status and Improvement Measures of Economic Criminal Penalty Regulations," followed by a panel discussion with Kim Junho, Team Leader at the Federation of Korean Industries, and Son Changwan, Professor at Yonsei University Law School.
In the second session, Kim Youngjong, Vice President of Korea Group and attorney, will present on "Legislative Measures for Balancing Corporate Criminal Liability Following the Introduction of the Yellow Envelope Act, with a Focus on Breach of Duty," followed by a panel discussion with Jung Yucheol, attorney at Law Firm Kwangjang (and Professor at KAIST), Lee Seungjun, Professor at Yonsei University Law School, and Noh Sinjeong, attorney at Law Firm Daeryuk Aju.
Through this seminar, the Institute aims to respond to the policy direction emphasized by the President, share the necessity of establishing a rational legal system that harmonizes economic and criminal policy with experts from various fields, and provide an opportunity to develop future policy and legislative recommendations.
