Synergy of Consumption Coupons and Gift Certificates to Revitalize the Local Economy

The Special Committee on Budget and Accounts of the Jinju City Council in South Gyeongsang Province approved the city's second supplementary budget proposal for 2025 as originally submitted on September 15, and forwarded it to the plenary session.


This supplementary budget totals 2.0698 trillion won and focuses on stabilizing livelihoods and disaster response projects. Key initiatives include: ▲ 88.2 billion won for livelihood recovery consumption coupons ▲ 2.34 billion won for temporary special support for youth monthly rent ▲ 1.46 billion won for the issuance of Jinju Love Gift Certificates.

Attention is focused on whether the expanded issuance of Jinju Love Gift Certificates, alongside the livelihood recovery consumption coupons, will boost local consumption and create a synergistic effect for the regional economy. The second round of consumption coupon distribution will begin on September 22, targeting the majority of citizens nationwide, including Jinju residents.


In connection with the heavy rainfall response in July, 3 billion won in disaster and emergency reserve funds and 1.26 billion won in facility restoration funds have been allocated to replenish previously spent reserves and support disaster and emergency purposes.


With no reductions made during last week's preliminary review by the standing committee or the comprehensive review by the Special Committee on Budget and Accounts, the budget proposal is expected to pass smoothly at the 268th special session's 2nd plenary session on September 16.


Shin Seokyung, chairperson of the Special Committee on Budget and Accounts, stated, "At a time when people are burdened by rising prices and housing costs, this supplementary budget is meaningful as it immediately helps reduce citizens' living expenses," adding, "We thoroughly examined whether the effects would be tangible for citizens."
