Kickoff Meeting for ODA Projects in Senegal and Kyrgyzstan

Jeonnam Province recently held a kickoff meeting for the project selected in the latest public development assistance (ODA) competition, launching the overseas expansion of the Jeonnam-style microgrid. The meeting took place on September 11 at Jeonnam Technopark.
Participants included Jeonnam Province, Jeonnam Technopark, KEPCO KDN, Dongshin University, Lex Innovation Co., Ltd., IoT Plus Co., Ltd., and the Gwangju International Development Cooperation Center, who discussed project planning and execution strategies.
This year, Jeonnam Province is promoting two major public development assistance projects: the "Establishment of a Roadmap for Strengthening Energy Independence Capacity for Rural Development in Senegal" under the Korea International Cooperation Agency (KOICA) Public Cooperation Program, and the "Feasibility Study Linked to Policy Advice for On-site Microgrid Systems Based on Small Hydropower in Kyrgyzstan" under the Knowledge Sharing Program (KSP) of the Korea Trade-Investment Promotion Agency (KOTRA).
The Senegal project is led by the state-owned power company KEPCO KDN, with Dongshin University, Jeonnam Technopark, and IoT Plus Co., Ltd. participating as partner organizations.
The goal is to assess the electricity needs of rural communities in the Panae region of Senegal, establish a comprehensive, phased roadmap for sustainable power supply and energy independence, and thereby promote rural development and improve residents' quality of life.
The Kyrgyzstan project will be carried out solely by Lex Innovation Co., Ltd., a venture company from the Energy Valley. The company plans to design an on-site microgrid model integrating small hydropower generation, energy storage systems (ESS), energy management systems (EMS), and virtual power plants (VPP) for the Kichi-Kemin region of Kyrgyzstan, and provide consulting for regulatory improvements and demonstration-linked implementation.
Jung Hyungu, Director of the Energy Industry Bureau of Jeonnam Province, stated, "This public development assistance project will serve as a valuable opportunity to promote overseas expansion of local companies and showcase Jeonnam's energy technology capabilities to the international community. We will continue to share renewable energy policies and next-generation distributed power grid technologies with the global community, strengthen international cooperation, and actively support local companies in securing competitiveness in the global market."
In addition to this public development assistance project, Jeonnam Province was also selected for the 2025 pilot project following the 2024 KOICA public development assistance planning project, and is pursuing the "Establishment of a Distributed Power Control System for Stabilization and Efficiency of the Power Grid in Kyrgyzstan," led by the Green Energy Research Institute.
In June, Jeonnam Province was also selected for the Korea Institute for Advancement of Technology (KIAT) detailed planning project and is currently carrying out the "Establishment of a Sustainable Energy System in the Binguuni Area of Unguja Island, Zanzibar, Tanzania," also led by the Green Energy Research Institute.
Based on its experience in developing various domestic and international microgrid platforms and creating energy self-reliant villages, Jeonnam Province plans to support improved access to electricity and energy independence in rural areas of developing countries.
With the government recently announcing plans to establish the Korean-style next-generation power grid (K-GRID), Jeonnam Province, equipped with power innovation capabilities, is emerging as a key candidate site. These overseas cooperation projects are expected to serve as leading examples of applying Jeonnam-style microgrid demonstration technology in the field, and, through expansion and linkage of subsequent projects, to make significant contributions to the advancement of the "Jeonnam-style K-GRID."
Through various international cooperation projects, such as the Regional Innovation Cluster Development Project (Jeonnam Technopark), Energy Week and Overseas Expansion Capability Building (Energy Valley Enterprise Development Institute), and the Global Energy Forum and IURC (Green Energy Research Institute), Jeonnam Province is supporting local companies in pioneering overseas markets and laying the foundation for them to grow into global leading enterprises.
