Take the Lead in Spreading a Proactive Administration Culture
On September 11, Busan Port Authority (BPA) held the "Audit and Inspection Board's On-site Proactive Administration Support Briefing Session" at the Busan Port International Exhibition and Convention Center, inviting the Proactive Administration General Manager from the Audit and Inspection Board.
This briefing session was organized in line with the government's policy direction to encourage and support proactive administration across the public sector. The event targeted BPA executives and employees, as well as proactive administration managers from related organizations under the Ministry of Oceans and Fisheries, to share key systems and case studies of proactive administration and explore practical ways to apply them in their work.
The Proactive Administration General Manager from the Audit and Inspection Board focused on introducing the following: the concept and legal basis of proactive administration; standards and procedures for exemption from liability; the process for applying for pre-consultation with the Audit and Inspection Board; the selection system for exemplary public officials; and the operational system for innovation-supportive audit areas.
The "Innovation-Supportive Audit Area Operational System" is expected to allow public institutions to reduce the burden of audits and pursue more proactive and creative administration by respecting on-site autonomous decisions in highly innovative and challenging fields such as R&D and new technologies, as long as there are no clear regulatory violations. This is anticipated to enhance the quality of services and outcomes experienced by the public.
Song Sangkeun, President of BPA, stated, "With our employees gaining a deeper understanding of the proactive administration support system and its case studies, we have laid the foundation for creative and active administration that meets public expectations. We will continue to strengthen systems and training to further spread the culture of proactive administration throughout the organization."
Busan Port Authority plans to continue collaborating with the Audit and Inspection Board to play a leading role in spreading integrity and a proactive administration culture across the public sector.
