Gyeonggi Province announced on September 12 that it will establish a master plan in accordance with the “Special Act on Railway Undergrounding and Integrated Railway Site Development” to promote the Ansan Line Underground Integrated Development Project.

The "Ansan Line Underground Integrated Development Project" involves undergrounding approximately 5.12 kilometers of track between Choji Station and Jungang Station in Ansan City and developing the land above it. The project was selected as a leading initiative by the Ministry of Land, Infrastructure and Transport on February 19. This enables proactive project implementation ahead of the announcement of the “Comprehensive Plan for Integrated Railway Underground Development” scheduled for December this year.


For the project to proceed, Gyeonggi Province will establish a master plan in accordance with the “Special Act on Railway Undergrounding and Integrated Railway Site Development.” This plan will outline the basic direction of the integrated railway underground development project, the scope of implementation, funding strategies, and step-by-step execution plans.


To ensure the successful progress of the "Ansan Line Underground Integrated Development Project" by reflecting local residents’ opinions as much as possible and to simplify the procedures for developing the land above the railway, Gyeonggi Province signed a “Service Agreement for Establishing the Ansan Line Underground Integrated Development Master Plan” with Ansan City on September 11.


Previously, Gyeonggi Province allocated service fees for the master plan establishment in its first supplementary budget for 2025, and received approval for the service agreement from the provincial council in July. Subsequently, on September 11, the Ansan City Council also approved the agreement, finalizing the signing of the contract.


The agreement includes the formation of a consultative body for joint execution of the master plan service, cost-sharing for the service, and matters related to the implementation of the service. The “Service for Establishing the Ansan Line Underground Integrated Development Master Plan” will be publicly tendered in October, with administrative procedures underway to commence the project within the year.


Through the undergrounding of the Ansan Line and the integrated development of the land above, the project is expected to achieve sustainable urban development by reducing noise and vibration from surface railways, creating mixed-use commercial, cultural, and green spaces above the railway, and revitalizing the local economy while improving transportation connectivity.


In addition, Gyeonggi Province is focusing all its efforts on ensuring that sections of four lines in six cities-Gyeongbu Line (Anyang, Gunpo, Uiwang, Pyeongtaek), Gyeongin Line (Bucheon), Ansan Line (Gunpo), and Gyeongui-Jungang Line (Paju)-are included in the “Comprehensive Plan for Integrated Railway Underground Development” being developed by the Ministry of Land, Infrastructure and Transport, in order to expand the scope of integrated railway underground development projects.


Ko Taeho, Director of Railway Policy at Gyeonggi Province, stated, “We will work closely with relevant agencies to ensure the seamless establishment of the integrated railway underground development master plan, in order to enhance transportation convenience for residents and promote the sustainable development of our cities.”
