Gangbuk District Selects and Rewards Five Outstanding Active Administration Public Officials, Including Lee Minwoo

Administrative Achievements Focused on Regulatory Innovation and Resident Convenience

On September 10, Gangbuk District in Seoul (District Mayor Lee Soonhee) announced that it has selected five individuals as the “Outstanding Active Administration Public Officials” for the first half of 2025. This award system is designed to select and reward public officials who demonstrate creativity and expertise in the field, delivering administrative services that residents can truly feel.

For the first half of this year, a total of 14 cases were submitted. After performance verification, working-level and final reviews, five individuals were chosen: one for the grand prize, two for excellence awards, and two for encouragement awards.


The grand prize was awarded to Lee Minwoo, an officer in the Cleaning Administration Division. Officer Lee was recognized for being the first in Seoul to attract private investment and expand the installation of unmanned transparent PET bottle collection machines, thereby overcoming the limitations of a restricted budget, strengthening the resource circulation system, and increasing resident participation.


The excellence awards went to Kwon Junhyeong, an officer in the Local Economy Division, and Kim Jingyu, an officer in the Autonomy Administration Division. Officer Kwon established a smart farm center and cultivation complex, laying the foundation for future agricultural experiences and eco-friendly food production, and contributed to the revitalization of urban agriculture and the local economy. Officer Kim developed an online system for applying for election work personnel, improving the previous manual submission process and enhancing both work efficiency and transparency in personnel management.


The encouragement awards were given to Song Heejung, an officer in the Senior Citizens and Disabled Persons Division, and Park Saemi, an officer in the Health Promotion Division. Officer Song established a dedicated “Senior Club” agency for senior employment, thereby strengthening expertise and expanding job opportunities, as well as broadening customized welfare services for the elderly. Officer Park operated a “Mobile Health Bus,” improving local residents’ access to health management services.


The selected public officials will receive various incentives, including commendations, cash rewards, bonus leave, and priority selection for training programs.


Lee Soonhee, Mayor of Gangbuk District, stated, “Administration holds true value when it brings real change to residents’ lives. We will continue to achieve results that residents can experience firsthand through active administration.”
