The opening ceremony featured a progress report on the RISE Project, an oath by a student representative, and introductions of the faculty. In particular, there was a session to reflect on the achievements of the previous pilot project, reaffirming the foundation built so far, and through the student representative's oath, participants renewed their commitment and sense of responsibility to drive change in the local community.

The courses will be held at the cooking classroom of the Boseong County Agricultural Technology Center and the shared office in the BS Youth Market inside Nokchagol Boseong Local Market, with practical and high-level lectures provided by professional instructors and university faculty members.

This year's program consists of four courses: a cooking class utilizing Boseong's specialty products (20 participants), training for senior activity instructors (20 participants), education on wellness care and measurement of health-related quality of life (HRQoL) (50 participants), and woodworking entrepreneurship education (5 participants).

All courses combine theory and practice, and are designed to strengthen multidimensional competencies such as health promotion, digital skills enhancement, improvement of psychological and teaching abilities, and support for entrepreneurial independence.

Governor Kim Cheolwoo stated, "Through this opening ceremony, we have laid the foundation for innovation aimed at strengthening the capabilities of residents and achieving mutual growth within the local community," adding, "We will actively promote a virtuous cycle of education, training, entrepreneurship, employment, and settlement, so that it can lead to improved living conditions for our residents."

Meanwhile, the "Boseong Vitality ON Project RISE" is a collaborative initiative between Boseong County and Chonnam National University Yeosu Campus. Aiming to improve the quality of life and self-reliance of local residents, it offers free, customized educational programs open to all county residents. After the successful completion of the pilot project in 2024, the main program will be fully implemented from September 2025 for the next five years.
