Easing Business Burdens for Small Business Owners
Anticipated Revitalization of Commercial Districts
On September 8, the Sejong City Council, during its 100th extraordinary session, gave final approval to an amendment of the "Ordinance on the Management of Outdoor Advertisements and Promotion of the Outdoor Advertising Industry in Sejong City." The main focus of the amendment is to ease restrictions on third-party advertisements on commercial buildings within the planned Happy City area, starting from September 29.
The ordinance revision is drawing attention as it could reduce management costs for commercial buildings facing vacancy issues, thereby lessening the business burden on small business owners and building owners, and potentially revitalizing local commercial districts.
According to Sejong City, third-party advertisements refer to advertisements unrelated to the businesses located within a building. Under the previous ordinance, such advertisements could not be installed on commercial buildings in the planned Happy City area, leading to continuous requests from small business owners and others for regulatory relaxation. With this amendment, the city will allow third-party advertisements on the exterior walls of buildings between the 4th and 15th floors in the Happy City commercial area starting September 29.
Additionally, the city has eased regulations on the installation of commercial signs by excluding third-party advertisements and event signs from the total number of signs a business can install.
Lee Doohee, Director of the Urban Housing Bureau, stated, "By relaxing regulations on third-party advertisements that have been in place for about ten years, we expect to alleviate the difficulties faced by building owners and small business owners," adding, "We aim to create a commercial district where small business owners, citizens, and tourists can all come together."
