Kim Dongyeon Evaluates: "The First Step in Government Organizational Reform Has Been Taken Correctly"

Gyeonggi Province Governor Kim Dongyeon expressed his strong support for the Lee Jaemyung government's organizational restructuring plan on September 8.


In a post on his social media account that day, Governor Kim stated, "I wholeheartedly welcome this government restructuring plan," and described it as "a signal flare for dismantling vested interests."


He went on to say, "The separation of indictment and investigation, as well as the establishment of the Serious Crime Investigation Agency under the Ministry of the Interior and Safety, are both essential historical reforms," adding, "The unchecked power of the prosecution will now become a relic of the past."


He also commented, "I have special feelings regarding the restructuring of the Ministry of Economy and Finance," explaining, "Although I am a former Deputy Prime Minister for Economic Affairs who worked at the ministry for 34 years, I have consistently advocated for its restructuring. Separating the functions of budgeting and long-term national development strategy from the Ministry of Economy and Finance is a reform on par with the separation of indictment and investigation."


Furthermore, he added, "The core of this restructuring is establishing a long-term vision, supporting it with fiscal policy, and ensuring that the Ministry of Planning and Budget and the Ministry of Economy and Finance provide checks and balances on each other."

Governor Kim further stated, "While certain functions have been separated, those that should be combined have been merged, with the 'Ministry of Climate, Energy and Environment' being a prime example."


He emphasized, "Climate is the economy itself and a new growth engine," and stressed, "Climate policy must go beyond the environment and move toward a 'climate economy' that encompasses energy and industry."


He continued, "Gyeonggi Province was the first in Korea to reorganize its Department of Environment into the Department of Climate, Environment and Energy in 2022. The Department of Climate, Environment and Energy is the largest among all departments and bureaus, and it was the first organizational restructuring I undertook after taking office to proactively address future challenges such as the climate crisis."


Governor Kim concluded, "This government restructuring has set the right precedent," urging, "Let us not only change the framework of government, but also transform the paradigm of Korean policy. Now is the time to break down outdated vested interests and achieve a great transformation."
