Seocho District Selects and Awards Seven Best Practices in Proactive Administration

Grand Prize: "Youth Participation Outdoor Advertising Design Project"

Seocho District in Seoul (District Mayor Jeon Seongsu) has selected seven creative and innovative administrative ideas that enhance resident convenience and work efficiency as the "2025 Proactive Administration Best Practices."

The selection of these best practices was established to promote a culture of proactive administration within the public sector by discovering and sharing achievements that have benefited residents' lives through the proactive efforts of public officials.


The district accepted recommendations from all departments and residents, and conducted a preliminary review and deliberation by the Proactive Administration Committee. The final seven cases (one grand prize, three excellence awards, and three encouragement awards) were chosen based on criteria such as resident satisfaction, the proactivity, creativity, and expertise of those in charge, the importance and difficulty of the task, and the potential for broader adoption.


The grand prize was awarded to the Urban Planning Division's "Youth Participation Outdoor Advertising Design Project." In this project, the division collaborated with Baekseok Arts University to utilize students' creative signboard designs while refurbishing outdated signs that detracted from the city's aesthetics.


This model of collaboration between the private sector, government, and academia was recognized for supporting small business owners, reflecting the unique characteristics of "Seoripul Instrument Street" in the signboard designs, and contributing to the creation of beautiful scenery within the Seocho Cultural Belt.


The excellence awards were given to the Green City Division's "Expansion of Park Facilities and Barefoot Earthen Trail Creation," the Road Division's "Shared Use of Road Electrical Facilities," and the Health Policy Division's "Installation of Open-Type Smoke-Free Smoking Facilities on Gangnam Station Backstreets."


The "Barefoot Earthen Trail Creation" project, in particular, has received high satisfaction from residents. In addition to the barefoot walking trail, various facilities such as a basketball court and a playground for companion animals were installed so that all generations can enjoy the park.


The "Shared Use of Road Electrical Facilities" is a case that demonstrates seamless cooperation between departments. The Road Division proactively shares its electrical facilities with other departments that require electricity, and works to prevent safety accidents by reviewing construction plans in advance and ensuring that only licensed electrical contractors carry out the work.


The "Open-Type Smoke-Free Smoking Facility" is a state-of-the-art smoking area equipped with features such as an air curtain, smoke purification device, and digital occupancy sensors. It offers a model for coexistence between smokers and non-smokers in urban areas, and was awarded the Presidential Prize at the "2025 Public Design Awards."


The encouragement awards went to the Women's and Childcare Division's "Seocho Childcare Step-Up," the Architecture Division's "Seocho District Building Code Deregulation," and the Culture and Tourism Division's "Traveling Seocho Open Music Concert." The Women's and Childcare Division enhanced the quality of childcare services to provide a stable care environment; the Architecture Division supported the local economy by reorganizing building standards; and the Culture and Tourism Division operated events such as the Traveling Flower Concert and the Mobile Seocho Concert to bring culture into everyday spaces.
