Kim Dongyeon, Governor of Gyeonggi Province, instructed officials on September 6 to closely monitor weather conditions in relation to the scheduled "DMZ OPEN Concert" and to make prompt decisions on whether to suspend or cancel the event on site if necessary.
At around 6 p.m. that day, Governor Kim visited the Gyeonggi Province Disaster Situation Room and urged, "Since more than 12,000 people are expected to gather, deploy more firefighters and personnel than initially planned, and thoroughly prepare to prevent heavy rain and safety accidents."
Governor Kim was originally scheduled to attend the "DMZ OPEN Concert" and deliver a speech conveying a message of peace. However, as a heavy rain advisory was issued for the Gyeonggi region starting that morning, he canceled his attendance and instructed all 31 cities and counties to operate preemptive disaster safety response headquarters.
The Gyeonggi Province Disaster and Safety Countermeasures Headquarters issued Emergency Level 1 at 5 p.m. that day, earlier than originally planned. As a result, preemptive controls were implemented at five riverside parking lots, one Saewolgyo bridge, 216 riverside access roads, and one road at risk of flooding.
As of 6 p.m. that day, a heavy rain warning was in effect for Pyeongtaek, and preliminary heavy rain advisories had been issued for Anseong, Icheon, and Yeoju.
Previously, Gyeonggi Province had planned to hold the "DMZ OPEN Concert" at the Imjingak Pyeonghwanuri Outdoor Stage in Paju as part of the "2025 DMZ OPEN Festival," with tickets having gone on sale last month.
