A Budget Focused on Residents' Daily Lives
On September 5, the Bonghwa County Council in North Gyeongsang Province held the second plenary session of its 274th extraordinary session in the main chamber, concluding the 10-day session by passing a total of 16 agenda items, including the second supplementary budget bill.
During this extraordinary session, 15 ordinance bills directly related to residents' daily lives were approved as originally proposed, including the Bonghwa County Ordinance on Encouraging Organ and Human Tissue Donation, the Bonghwa County Ordinance on Heat Wave and Cold Wave Damage Prevention and Support, the Bonghwa County Ordinance on Youth Voucher Support, and the Bonghwa County Ordinance on the Operation of the Agricultural Work Agency.
In particular, the second supplementary budget bill for 2025 was finalized at 732 billion won, an increase of 72 billion won from the first supplementary budget of 660 billion won, following a review by the Special Budget and Accounts Committee. This supplementary budget includes allocations aimed at delivering tangible results, such as strengthening welfare and safety nets, supporting local agriculture, and expanding youth policies.
Specifically, the budget covers expanded care for seniors and vulnerable groups, enhancement of medical and welfare infrastructure, increased disaster safety funding for heat waves and cold waves, support for the operation of the Agricultural Work Agency and reinforcement of the agricultural foundation, as well as expanded youth voucher support and diversification of cultural and educational programs, all of which are expected to be strongly felt by county residents.
Kim Minho, Chair of the Special Budget and Accounts Committee, emphasized, "During the budget review process, we thoroughly examined fiscal soundness and project effectiveness. We ensured sufficient allocation for projects directly linked to residents' livelihoods and boldly adjusted unnecessary items to create an effective budget."
Chairman Kwon Youngjun also stated, "This supplementary budget is focused on stabilizing residents' livelihoods and addressing local issues. The council will take the lead in reflecting the voices of county residents to improve quality of life and secure future growth engines for Bonghwa County."
This extraordinary session is being evaluated as an occasion where the Bonghwa County Council reaffirmed its commitment to pursuing policies closely tied to residents' daily lives, and as an important stepping stone for balanced regional development and enhanced competitiveness.
