On August 30, Gangneung City was officially declared a "disaster area" by the Ministry of the Interior and Safety, as it faced a severe shortage of water. In response, Pyeongchang County, as a neighboring local government, quickly stepped in to provide support rather than turning a blind eye to Gangneung's difficulties.

Pyeongchang County first surveyed four locations in the Jinbu-myeon area along the Odaecheon River as potential water sources. According to the analysis, the minimum river maintenance flow of Odaecheon was calculated at 17,193 cubic meters per day. Of this, the surplus amount exceeding the minimum flow was identified as 259 cubic meters.

Pyeongchang County decided to provide this surplus water to Gangneung City as a priority. If additional water supply is needed in the future, Pyeongchang County plans to continue its support in close consultation with Gangneung City to ensure that there is no negative impact on the daily lives or agricultural water needs of Pyeongchang residents.

In addition to supplying river water, tap water support is also being provided.

Since August 31, Pyeongchang County has mobilized 21 fire trucks to deliver approximately 700 tons of tap water per day from the Sindaegwallyeong Water Purification Plant and the Jinbu Water Purification Plant to Gangneung City. This is an emergency measure aimed at minimizing the inconvenience faced by Gangneung residents who are suffering from a prolonged drought and a shortage of drinking water.

An official from Pyeongchang County stated, "Pyeongchang County will continue to cooperate in supplying river water to help Gangneung City overcome the drought until the disaster declaration is lifted," and added, "We hope this support will provide at least some relief to the citizens of Gangneung who are struggling due to drought damage."
