Councilor Choi Seoyoon Proposes, "Gwangju City Dream Start Operation Ordinance Bill" Pre-announced for Legislation

The ordinance bill on the operation and support of the Gwangju City Dream Start program, sponsored by Gwangju City Councilor Choi Seoyoon, has been pre-announced for legislation through the Gwangju City Council and the Gwangju City website.

This ordinance bill was prepared to support children from vulnerable groups and their families by providing customized integrated services in accordance with the Child Welfare Act, thereby enabling children to grow into healthy and happy members of society.


The ordinance bill clearly stipulates the legal basis for the operation of the Dream Start program, which targets children aged 0 to 12 and their families from households with vulnerable welfare conditions, such as recipients of basic livelihood security, low-income families, and single-parent households. The mayor is required to faithfully implement integrated services in health, welfare, protection, education, and treatment, thereby ensuring healthy growth and equal starting opportunities for children.


Main provisions include identifying children from vulnerable groups through home visits, establishing a child welfare network, providing tailored services, and operating various programs for health, learning, and emotional development. In addition, to promote the Dream Start program, the ordinance allows for the allocation of project funds to related institutions and facilities within the budget, and the establishment of Dream Start educational facilities when necessary.


Furthermore, for the systematic operation of the Dream Start program, the ordinance stipulates the establishment and operation of the "Dream Start Operation Committee," chaired by the Deputy Mayor. The committee will deliberate and advise on project planning, preparation of support measures, and the establishment of a local resource network. Details such as gender balance among committee members, terms of office, and meeting procedures are also specified.


Councilor Choi Seoyoon stated, "Dream Start is a very important program that provides essential care and education from the early stages of children's growth," adding, "I hope that the enactment of this ordinance will lay the foundation for children from vulnerable groups to grow up without discrimination and serve as a crucial stepping stone for Gwangju City to become a child-friendly city."


This ordinance bill is scheduled to be submitted to the 319th Gwangju City Council extraordinary session after the legislative pre-announcement period from September 2 to 8.
