Governor Jin Tae Kim Announces Plan for Underground Bunker in New Provincial Government Building
Calls for Full Support from Cities and Counties to Overcome Gangneung Drought
Gangwon Special Self-Governing Province (Governor Jin Tae Kim) held the "2025 Eulji Exercise Post-Evaluation Meeting" on the 4th at the main conference room of the provincial government annex, where the achievements and challenges of the Eulji Exercise, conducted over four days from August 18 to 21, were shared.

The meeting, presided over by Governor Jin Tae Kim, was attended by more than 80 participants, including the Vice Governors for Administration and Economy, mayors and county heads, provincial department heads, and military and police officials. The agenda proceeded in the following order: awarding of outstanding cities and counties and individual contributors in the Eulji Exercise, presentation of the exercise results, and reporting of city and county evaluations by the Audit Committee.
This year’s Eulji Exercise included a total of 230 message training sessions, along with 14 discussion-based drills such as wartime budget planning, support for the departure of foreign tourists during wartime, and measures for the protection of national heritage. In addition, there were evacuation drills for residents in border areas, grain distribution training, and anti-terrorism drills conducted at nine critical national facilities and six multi-use facilities.
According to the evaluation by city and county, Samcheok City was selected as the top-performing city, while Wonju City and Donghae City were recognized as outstanding cities. Commendations were also awarded to five individual contributors from the public sector, private sector, military, and police. The regions selected as outstanding cities were noted for the high level of interest shown by their leaders, thorough pre-training, and effective cooperation between public and private sectors.
The results presentation included a review of this year’s training achievements, as well as discussions on issues identified during the exercise and directions for improvement.
One of the main areas for improvement was the under-allocation of the wartime budget, which was set at only 50% of the peacetime budget. Given the unique circumstances at the onset of wartime, concerns were raised that budget shortages could occur. It was suggested that the budget should be increased to 60-70% of the peacetime budget by boosting revenue, such as through additional national subsidies.
The province plans to incorporate the feedback from provincial departments and related agencies presented at this meeting to further enhance and develop the Chungmu Plan and related guidelines.
Governor Jin Tae Kim stated, "After conducting the Eulji Exercise together for four consecutive years, we have seen many improvements," and added, "In the new provincial government building currently being designed, we plan to install an underground bunker that can accommodate approximately 2,000 employees simultaneously, thereby establishing an effective wartime response system."
He also requested, "I hope that all cities and counties will provide their full support to help overcome the drought in Gangneung."
