The area around Gwanghui-dong near Dongdaemun History & Culture Park Station has been designated as an Urban Maintenance-type Redevelopment Maintenance Area. The city has established standards such as floor area ratios for 30 zones and is planning an underground pedestrian road beneath a ground-level park that connects to the subway station.

On September 4, the Seoul Metropolitan Government announced that it had held the 14th Urban Planning Committee meeting and conditionally approved the "Designation and Maintenance Plan Decision for the Gwanghui-dong Urban Maintenance-type Redevelopment Maintenance Area and Landscape Review (draft)" for the area around 34-1 Gwanghui-dong, Jung-gu.


The city has been working to develop the Gwanghui-dong Urban Maintenance-type Redevelopment Maintenance Plan to ensure public interest in the process of private-led redevelopment projects. To create a green ecological downtown, the plan includes parks and open green spaces along Toegye-ro to Cheonggyecheon, Sewoon to the eastern downtown area, and Marunnae-ro, encouraging the creation of pedestrian and green spaces.


The maintenance plan covers a total of 30 zones by redevelopment type, and includes details such as building coverage ratio, floor area ratio, height, and other architectural density standards for each type. Through this review, the city decided to further relax the height standard by an additional 20 meters, from 70 meters, in consideration of strengthening downtown competitiveness and the development status of surrounding areas.

Plans have been made to construct an underground pedestrian road beneath the ground-level park, connecting Eulji Star Mall (Zone 4) with Dongdaemun History & Culture Park Station on Subway Line 5.


Taking into account the site's proximity to Dongdaemun Design Plaza (DDP), the city has established incentive plans to encourage the development of tourism accommodation facilities, tourism support facilities (such as tourist information centers), and beauty and fashion-related facilities.


Until now, the area has been developed through individual building permits, but with the designation of this maintenance area, it is now possible to improve substandard infrastructure such as roads and parks and to pursue large-scale developments like the SK Building in Euljiro 2-ga Zone.


This maintenance plan serves as a public redevelopment guideline for each project zone, and specific business plans will be finalized through resident proposals.


Cho Namjun, Director of the Seoul Urban Space Headquarters, stated, "Gwanghui-dong is an area that has attracted significant development interest. With this maintenance plan decision, we aim to revitalize the outdated area as a hub for the fashion and beauty industries, establish redevelopment measures that combine residential, tourism, and other mixed uses, and enhance the area's competitiveness, ultimately transforming it into a space befitting the status of central Seoul."
