Kim Kyuha, Army Chief of Staff: "Deep Apology to the Public for December 3... Thorough Reform"

On September 3, newly appointed Army Chief of Staff Kim Kyuha stated, "I deeply apologize for the great disappointment and concern caused to the public by the December 3 Martial Law," adding, "We will thoroughly reform and show the public a transformed Army."


At his inauguration ceremony held that afternoon at the main parade ground of Gyeryongdae, presided over by Defense Minister Ahn Gyu-baek, General Kim said, "To overcome various challenges and threats, such as North Korea's threats and crises facing our frontline units, all members of the Army will pool their insight and wisdom. We will do our utmost to build a 'strong Army, a trusted Army,'" he declared.

General Kim set the realization of a 'proud Army' and a 'compelling Army' as his key leadership priorities. He stated, "True pride in the military comes from both internal and external strength," and continued, "By seeking and applying creative methods, we will foster strong mental readiness, unite the spirit of our troops, and enhance the public's trust." He added, "We will vigorously advance the integration of manned and unmanned combat systems based on artificial intelligence (AI), the scientific surveillance system, the Army-wide TIGER initiative, and the elite training of reserve forces."


To create a compelling Army, he emphasized, "Improving conditions for our frontline units is an essential step toward building a strong military. We will promote greater flexibility in personnel management and innovative improvements to our operational spaces, while also fostering a people-centered Army culture." He continued, "We will make active efforts to improve the welfare and treatment of our soldiers, and through various initiatives to establish disaster response readiness and a culture of safety, we will protect the precious lives of our comrades."


General Kim said, "For more than 70 years, our Army has wisely overcome a variety of challenges and crises, fulfilling its role as the core force in national defense," and urged, "Let us inherit our tradition and pride, and by practicing change and innovation, realize a 'strong Army, a trusted Army.'"


Meanwhile, General Ko Changjun retired after completing his 36-year military career, concluding his service with a retirement and discharge ceremony on the same day.
