Jeonse Rental Contracts Cut to 1 Week
Immediate Parcel Shipping Available at Train Stations
The government will shorten the period required for signing a jeonse rental contract to within one week. Gas stations will introduce a “tomorrow’s price” display system, allowing customers to know the next day’s fuel prices in advance. In addition, unmanned parcel delivery services will be made available inside train stations such as Seoul Station.
The Ministry of Economy and Finance and other related ministries announced these measures at the Economic Ministers’ Meeting held on September 3, unveiling the “2025 Public Institution Service Improvement Plan for Enhanced Public Experience.” This plan was designed to address inconveniences experienced by citizens in their daily lives. A total of 33 improvement tasks were selected across five areas: expanding social consideration, enhancing daily convenience, simplifying procedures, improving transportation and leisure, and opening public data.
Jeonse Rental Contracts Shortened from ‘3-4 Weeks to 1 Week’... Immediate Parcel Shipping at Train Stations
The period from applying for a jeonse rental to signing the contract will be reduced from an average of three to four weeks to within one week. This change was made in response to cases where applicants, after finally finding a suitable jeonse rental home, lost the opportunity due to the lengthy contracting process. Accordingly, Korea Land and Housing Corporation will develop an online system (LH Jeonse Plus) in the first half of next year to digitize the application and contracting process, allowing prospective tenants to check the progress in real time.
A new service will also be introduced, allowing parcels to be shipped directly from inside train stations. Korea Railroad Corporation will set up unmanned parcel drop-off areas in major train stations nationwide so that travelers can send parcels during their journeys. Previously, KTX special delivery services were limited to station-to-station shipping, requiring customers to use nearby convenience stores to send parcels to their final destinations. Going forward, parcels can be shipped directly from the station to the destination. This service will be launched in October at Seoul, Daejeon, Dongdaegu, Busan, Jeonju, and Yeosu Expo stations.
‘Tomorrow’s Price’ Display at Gas Stations... Easy Certificate Issuance via Mobile
The “tomorrow’s fuel price” display will be introduced at 100 gas stations to start. A pilot program will be implemented at 100 highway gas stations, enabling consumers to check price changes in advance and choose the most reasonable time to refuel. This measure was taken because consumers often have difficulty knowing about upcoming changes in fuel prices, limiting their ability to make informed purchasing decisions.
The online issuance of national certificates will also be expanded. The Human Resources Development Service of Korea will greatly expand the range of certificates available online and via mobile, making it easier for those who obtained certificates during military service or as winners of skills competitions to receive their certificates. Even recipients who have not registered a photo on Q-Net will be able to receive certificates remotely by linking with private platforms such as mobile ID or the PASS app, without needing to visit in person.
Other new measures include: extending student loan applications to weekends; launching a parent-child health information sharing service; providing an electromagnetic safety diagnosis service for daycare centers and kindergartens; increasing the number of national park picnic zones from one to ten; offering real-time information on departure processing times at airport departure halls; and introducing a pre-notification service for the expiration of overseas pension entitlements. The government plans to ensure these initiatives are implemented without delay, regularly monitor their progress, and reflect the results in public institution management evaluations.
