Up to 41 Floors in Height, Accelerated by Rapid Integrated Planning
Expanded Infrastructure for Resident Convenience, Including Parks
The redevelopment project for Mokdong 11 Complex Apartment in Yangcheon-gu, Seoul is now entering full swing.
On September 2, Seoul City announced that the 9th Urban Planning Committee’s Rapid Integrated Planning Subcommittee had approved, with modifications, the designation of the Mokdong 11 Complex Apartment redevelopment area in Yangcheon-gu, along with its maintenance plan and landscape review.

Under the new plan, the site will have a floor area ratio of up to 300%, a maximum height of 145 meters (up to 41 stories), and will accommodate 2,679 residential units-including 352 public housing units-as well as various community facilities.
Mokdong 11 Complex is located in an area with an excellent residential environment, adjacent to green spaces like Gaenam Neighborhood Park and Shintree Park, as well as schools such as Gaenam Elementary School, Bongyeong Girls’ Middle School, and Mokdong High School. The adoption of rapid integrated planning has accelerated the preparation of the redevelopment plan.
The city also plans to expand various infrastructure to enhance convenience for residents. A new neighborhood park will be created in connection with Shintree Park to the north and Gaenam Neighborhood Park to the west, establishing a major park hub in the southern part of the Mokdong district. Small parks will be built near Bongyeong Girls’ Middle School and Mokdong High School to provide rest areas.
In response to the increasing elderly population, the city will expand the aging social welfare facilities. Public transportation accessibility will be further improved, and a new public office building will be constructed in conjunction with the newly created neighborhood park.
Additionally, Mokdongdong-ro on the north side and Mokdong-ro 3-gil, an adjacent road, will each be widened by 3 meters. Mokdongdong-ro 2-gil, the road between Complexes 11 and 12, will be widened by 1.5 meters to secure space for bicycle lanes and pedestrian walkways.
A public pedestrian pathway will be established within the complex to improve pedestrian access to neighboring complexes and to activate the surrounding streetscape.
Currently, the Mokdong district apartment redevelopment projects are being promoted through the rapid integrated planning advisory program. On average, maintenance plans have been finalized within 11 months of the initial advisory. The city aims to finalize maintenance plans for all 14 complexes in Mokdong by the end of this year.
Choi Jinseok, Director of Housing for Seoul City, stated, "With this decision, Mokdong 11 Complex will finalize its architectural plans and proceed swiftly with the project after the official announcement of the maintenance plan and integrated review of the redevelopment project-including architecture, transportation, education, and environment. Moving forward, we will expedite the redevelopment projects for all 14 Mokdong complexes through focused process management based on housing supply promotion measures."
