Review of the Second Supplementary Budget Proposal for This Year and Other Agenda Items

On September 1, the Hwasun County Council of South Jeolla Province, chaired by Oh Hyungyeol, convened the 276th extraordinary session and began legislative activities for a 12-day period.


During this session, the council will review and vote on the second supplementary budget proposal for this year, as well as 18 ordinance and general bills submitted by the executive branch. The council also plans to approve the administrative affairs audit plan.

At the first plenary meeting held on this day, the council addressed six agenda items, including the formation of the Special Committee on Budget and Accounts.


In the following schedule, on September 2 and 3, each standing committee will review the ordinances and general bills and conduct on-site inspections. On September 11, the Special Committee on Budget and Accounts will conduct a comprehensive review of the 2025 second supplementary budget proposal submitted by the Hwasun County Governor.


The size of the 2025 second supplementary budget proposal is 820.3 billion won, an increase of 40.2 billion won (5.16%) compared to the first supplementary budget, with funds allocated for livelihood stabilization support.


On the final day of the session, September 12, the second plenary meeting will be held to conduct final reviews and votes on the agenda items reviewed by each standing committee and the Special Committee on Budget and Accounts.


Meanwhile, during the five-minute free speech session, Assemblyman Ha Seongdong called for measures to ease the burden of medical expenses, presenting three policies: a "pre-support and post-installment system for medical expenses," a "cap on out-of-pocket expenses for children's medical costs," and the formation of a "task force on livelihood medical care."


Assemblywoman Ryu Jongok proposed strengthening the effectiveness of priority roads for guardians, introducing one-way streets and expanding single-side parking, and designating car-free streets on weekends to create a safer and more pleasant Hwasun.
