'24-Hour Response' Voice Phishing Response Team Launched... Tracking Overseas Call Centers Through International Cooperation

In response to the rapid increase in voice phishing crimes, the police will launch a 24-hour consultation service called the 'Voice Phishing Integrated Response Team' starting on the 17th.

On September 1, Park Sungju, Commissioner of the National Office of Investigation at the National Police Agency, announced at a regular press briefing, "The Voice Phishing Integrated Response Team is being prepared to receive and consult public reports around the clock, and to enable real-time analysis and response. We aim to have the consultation system operational by the 17th, and an official opening ceremony will be held at the KT Building in Gwanghwamun, Seoul, at the end of September."


The Voice Phishing Integrated Response Team will be established as a bureau-level organization under the National Police Agency, headed by a Deputy Commissioner General, and will operate with three divisions. The team will be expanded from the existing Report Response Center to a total of 137 members, including an additional 50 analysts and 25 consultants.


Commissioner Park stated, "When the Report Response Center receives tips 24 hours a day, the Analysis Investigation Team will integrate and analyze case data from across the country, and immediately disseminate information on new methods or criminal tactics to police nationwide. The Policy Cooperation Team, together with personnel dispatched from the Financial Services Commission and the Ministry of Science and ICT, will also promote institutional reforms and legislative discussions related to telecommunications and financial fraud."


In addition, the police will expand special crackdowns on voice phishing and strengthen international joint investigations. Commissioner Park said, "We plan to focus on tracking and apprehending overseas call centers in China, Southeast Asia, and other regions. We will also pursue international cooperation in various ways to achieve practical recovery for victims, such as extraditing criminals and confiscating criminal proceeds."


Furthermore, the police expressed their intention to actively propose opinions on improving relevant laws and systems in response to the increasing number of relationship-based crimes. Commissioner Park said, "Unlike stalking or domestic violence, there is currently no law punishing dating violence. As there is growing public debate on this issue, the police also plan to actively express their views."


Additionally, the police are reviewing improvements to the temporary emergency protection order system to strengthen victim protection. They intend to push for legal revisions that would allow the police to independently request temporary emergency protection orders from the court.
