Daegu City Council Member Kim Jaeyong Proposes Ordinance Bill to Prevent Industrial Technology Leaks

Victims of Technology Leaks Are Mostly SMEs
539 Cases of Technology Leaks in Korea Over Four Years

Kim Jaeyong, a member of the Daegu City Council (People Power Party, Buk-gu District 3), will sponsor an ordinance bill on August 4 during the 319th extraordinary session. The bill focuses on policies to protect core industrial technologies of local companies and to prevent damage caused by technology leaks. The official title is the "Ordinance on Support for the Prevention of Industrial Technology Leaks in Daegu."


According to data submitted by the National Police Agency to a member of the National Assembly's Science, ICT, Broadcasting, and Communications Committee, there were 539 cases of domestic technology leaks between 2020 and August 2024. Among the affected companies, small and medium-sized enterprises accounted for 87.0% (469 cases).

Assemblyman Kim explained, "Industrial technology is a core asset of companies, accumulated through the investment of time, manpower, and capital," adding, "This ordinance is the first step for Daegu City to implement protection and support policies so that local companies can focus on research, development, and management with peace of mind."


The ordinance bill includes key provisions such as establishing and implementing a basic plan for industrial technology protection, assessing the level of technology protection among companies through surveys, identifying workforce status and demand for support projects, providing consulting on industrial technology protection, building response systems, training specialized personnel, developing security technologies, and offering legal advice to victimized companies.


Kim Jaeyong stated, "In recent years, damages caused by industrial technology leaks have continued to increase, and the proportion of small and medium-sized enterprises among the affected companies has been especially high." He added, "Since 99% of companies in Daegu are small and medium-sized enterprises and are structurally vulnerable to technology protection, I hope the enactment of this ordinance will lead to more active support for industrial technology protection."
