National Innovation Party Proposes Special Committee Act on Anti-Constitutional Acts: "Insurrectionist Forces Must Be Eradicated"

On August 29, the National Innovation Party submitted a special bill entitled "Special Act on the Establishment and Operation of the Special Committee for the Investigation of Anti-Constitutional Acts," aiming to investigate the destruction of constitutional order and anti-democratic acts resulting from the December 3 Martial Law.


Kim Sunmin, acting leader of the National Innovation Party, along with Supreme Council Members Cha Kyugun and Lee Haemin, Policy Committee Chairperson Jeong Chunsaeng, Chief Deputy Floor Leader Shin Jangshik, and Floor Spokesperson Baek Sunhee, held a press conference at the National Assembly's communication center to explain the purpose of the Special Committee Act on Anti-Constitutional Acts.


Previously, Assemblyman Min Hyungbae of the Democratic Party of Korea and Assemblyman Yoon Jongoh of the Progressive Party had each proposed bills in April: one for the punishment of anti-constitutional actors related to the December 3 Martial Law, and another for the investigation and punishment of leaders involved in martial law and insurrection.


Discussions on these bills had slowed after the three special prosecutors (on insurrection, Kim Keonhee, and Private Chae) succeeded in securing the arrest of key figures including former President Yoon Sukyeol and First Lady Kim Keonhee.


However, with the recent election of Assemblyman Jang Donghyuk, a member of the anti-impeachment faction (opposed to Yoon Sukyeol's impeachment), as leader of the People Power Party, and the rejection of a detention warrant for former Prime Minister Han Ducksoo, the National Innovation Party has reignited debate on the matter.


The Special Committee Act on Anti-Constitutional Acts, submitted by the National Innovation Party on this day, designates nine areas for investigation, including the declaration of martial law, attempts to seize control of the National Assembly and the National Election Commission, mobilization of armed soldiers, incitement of armed conflict, and illegal arrests and detentions. The committee's term is set for one year, with the possibility of a six-month extension for investigations and an additional three months for the compilation of a white paper.

Acting Leader Kim stated, "This is the starting point for a new Republic of Korea to end insurrection," emphasizing, "We must thoroughly investigate the forces behind the insurrection by succeeding the mission of the Special Committee for Investigation of Anti-National Activities, which was derailed 80 years ago."


Supreme Council Member Cha Kyugun asserted, "Pro-Japanese forces, wearing the mask of the New Right, conspired with the far-right and the prosecution to instigate insurrection," adding, "Although the three special prosecutors are working diligently, their efforts alone are not enough."


Supreme Council Member Lee Haemin also remarked, "The decision to reject the detention warrant for the former Prime Minister shows just how difficult it is to uncover the truth about the insurrection," urging, "The insurrectionist forces are consolidating within the main opposition party, the People Power Party. Through the establishment of the Special Committee on Anti-Constitutional Acts, we must thoroughly investigate these forces operating throughout all sectors of society."
