Hwaseong City Transfers Community-Focused Services Including Hygiene, Culture, and Sports to Four District Offices

Hwaseong City in Gyeonggi Province will transfer various community-focused administrative work, including hygiene, culture, and sports, to four district offices set to launch in February next year.

The city explained that the purpose of this transfer is to expand "tangible public services," enabling citizens to conveniently and quickly access various civil services within a 30-minute living radius following the establishment of the district offices.


Accordingly, the Environmental Bureau will transfer to the district offices administrative work related to the city's hygiene policies, including: ▲licensing for food and public hygiene businesses ▲license management for hairdressers, beauticians, and cooks ▲management of child food safety protection zones. The city hall will remain responsible for mid- to long-term strategic planning, such as establishing carbon neutrality plans, while the district offices will handle execution-focused administration tailored to local characteristics, thereby dividing policy planning and implementation functions.


The district offices will also take over the authority to process civil petitions for the entire cultural content industry-including film, games, music, and publishing-such as ▲licensing ▲changes ▲closures, which were previously handled by the Department of Culture and Arts. In particular, the district offices will process civil petitions for businesses closely related to citizens’ daily lives, such as karaoke rooms, video viewing rooms, and internet game facilities. This is expected not only to reduce inconvenience for petitioners but also to improve the efficiency of guidance and supervision for these businesses.


For the Sports Promotion Division, the district offices will be delegated authority over ▲licensing and safety inspections for registered sports facilities ▲operation and maintenance of outdoor sports facilities ▲operation of community sports programs and various sports events.


Jung Myunggeun, Mayor of Hwaseong, stated, "By expanding the functions of the district offices, we will realize community administration that citizens can truly feel," adding, "We will go beyond simply transferring work and ensure this leads to administrative innovation that transforms citizens' lives."
