Mandatory Installation of Jeonse Damage Support Centers Proposed
All 17 Metropolitan Cities and Provinces to Operate Centers
Connecting Victims with Financial and Housing Support
Kwon Hyangyeop, a member of the Democratic Party of Korea (representing Suncheon, Gwangyang, Gokseong, and Gurye in South Jeolla Province), announced on August 25 that he has sponsored the “Mandatory Installation of Jeonse Damage Support Centers Act” (an amendment to the Special Act on Support for Victims of Jeonse Fraud and Housing Stability), which would require all 17 metropolitan cities and provinces nationwide to establish and operate Jeonse Damage Support Centers.
Under the current law, the state, local governments, public institutions, and local public corporations may establish and operate Jeonse Damage Support Centers (hereinafter referred to as support centers) to provide legal counseling and connect victims of jeonse fraud (hereinafter referred to as victims) with financial and housing support.

Currently, only six local governments-Seoul, Gyeonggi, Incheon, Busan, Daejeon, and Daegu-operate support centers, leading to criticism that victims in other regions are unable to access assistance from these centers.
Accordingly, the main points of the bill are to mandate that all 17 metropolitan cities and provinces must establish and operate support centers, and to stipulate that the state may provide administrative and financial support to local governments operating these centers. This aims to provide relief to victims in regions without centers and to promote fairness across regions.
Kwon emphasized, “Daegu, which has about 68% of the number of cases as South Jeolla Province, operates a Jeonse Damage Support Center. South Jeolla Province, which ranks sixth nationwide with 1,043 cases, should also establish a Jeonse Damage Support Center to ensure regional equity.”
