Gwangju City in Gyeonggi Province Begins Full Implementation of "Information and Communications Facility Maintenance and Management System"

Gwangju City in Gyeonggi Province announced on August 25 that, following the enforcement of the revised Enforcement Rules of the Information and Communications Construction Business Act for buildings of a certain size or larger starting July 19, it will actively implement the "Information and Communications Facility Maintenance and Management System," which mandates systematic maintenance and management of information and communications facilities.

The core of this system is to require a professional manager to regularly inspect and maintain major communications facilities in large buildings.


Accordingly, the entity responsible for managing the building (owner or manager) must either appoint a manager directly for the maintenance and management of information and communications facilities or outsource the task to a specialized information and communications construction or service company. In addition, a manager must be appointed within 30 days from the date the system takes effect, and the appointment must be reported to the Digital Information Division of Gwangju City within 30 days of the appointment.


The scope of application will gradually expand based on the total floor area of buildings: from July 19, 2025, buildings with a total floor area of 30,000 square meters or more; in 2026, buildings with a total floor area between 10,000 and 30,000 square meters; and from 2027, buildings with a total floor area of 5,000 square meters or more will be subject to the system.


Managers must conduct maintenance at least once every six months and perform a performance inspection at least once a year. They are also required to hold the appropriate qualification grade (from beginner to advanced) according to the building size. In addition, they must complete at least 20 hours of "Information and Communications Facility Maintenance Manager Training" recognized by the Ministry of Science and ICT.


Failure to comply may result in a fine of up to 3 million won. However, to minimize confusion during the initial phase of the system, the imposition of fines for failure to appoint or report a manager will be deferred until January 18, 2026.


Mayor Bang Sehwan stated, "We expect that this system will allow citizens to enjoy more stable communication services," and added, "Entities responsible for management must be sure to appoint a facility manager within the deadline to avoid any disadvantages."
