Democratic Party Welcomes Passage of Yellow Envelope Act in National Assembly
"Ample Deliberation Conducted... Deep Regret Over People Power Party's Conduct"
The Democratic Party of Korea described the passage of the Yellow Envelope Act (amendments to Articles 2 and 3 of the Trade Union Act) in the National Assembly's plenary session as "a significant step toward a society that respects labor."
On August 24, Democratic Party spokesperson Park Ji-hye stated in a briefing, "Today, the Yellow Envelope Act passed in the National Assembly's plenary session," adding, "The Democratic Party welcomes this historic moment together with the people."
Spokesperson Park said, "Just as the solidarity shown by the 'yellow envelopes' during the Ssangyong Motor incident did, the public wishes for workers whose survival has been threatened by excessive damage claims to regain their daily lives and have their rightful rights guaranteed."
She continued, "It is common sense that we must correct the contradictory labor-management relations in which companies benefit from subcontracted workers while turning a blind eye to their low wages and industrial safety."
She also emphasized, "This amendment improves the guarantee of basic labor rights, which is currently at the lowest level among OECD countries, and responds to international demands such as the recommendations of the International Labour Organization (ILO). It represents a transition to an 'advanced labor rights nation' befitting the level of our economy and public awareness."
Spokesperson Park refuted, "The claim that there was no process of gathering opinions is not true," explaining, "Since the bill was first proposed in April 2015, it has undergone thorough deliberation not only with workers and companies but also with various stakeholders."
She went on to say, "Nevertheless, we express deep regret over the conduct shown by the People Power Party during the legislative process. Declaring an intention to remain a backward nation in terms of labor rights through an insincere filibuster is an admission that they have lost the true purpose of politics."
In conclusion, Spokesperson Park stressed, "The Democratic Party will continue to move forward unwaveringly toward a society where labor is respected and fundamental rights are guaranteed," adding, "We will steadfastly uphold the 'spirit of the yellow envelope' that we have created together with the people."
