The Most Common Reason: "Returning from Overseas Stay"
Relocation and Childbirth Also Eligible... Amount Varies by Region
The Anti-Corruption and Civil Rights Commission announced on the 24th that more than 60,000 complaints were received within three weeks after accepting appeals to correct errors in the first round of consumer coupon applications.
From July 21 to August 10, a total of 58,873 appeals were submitted through the "Consumer Coupon Appeal Portal" set up on the e-People petition system. Including an additional 5,429 appeals submitted through offline and other channels, the total number reached 64,302 cases.

Among the reasons for the appeals, the most common was "returning from overseas stay," accounting for 24,907 cases (42.3%). This appears to be based on the guideline that those who returned to Korea between June 18 and September 12 can receive the coupon if they submit proof of entry and exit along with an appeal.
Other major reasons included ▲ childbirth (10,636 cases, 18.1%) ▲ moving to non-metropolitan or depopulated areas (4,975 cases, 8.5%) ▲ overseas Koreans and foreigners (4,689 cases, 8.0%). The childbirth category applies to newborns born after the eligibility date, while the relocation category allows for additional payments to those who have moved to designated areas. In principle, foreigners are not eligible, but those who are listed on the resident registration with at least one Korean national and are enrolled in the national health insurance or are medical aid recipients are eligible.
Notably, this coupon provides a base amount of 150,000 won, with an additional 30,000 won for residents of non-metropolitan areas and an extra 50,000 won for those living in depopulated rural and fishing regions. For example, if someone moves from a metropolitan area to a depopulated rural area, they can receive up to 200,000 won.
The payment rate is also rapidly increasing. According to the Ministry of the Interior and Safety, as of the 20th, the application and payment rate for the first round of consumer coupons had reached 97.6%. Appeals can be submitted online (via e-People) or at local community centers (eup, myeon, or dong offices) until September 12, and the consumer coupons can be used until November 30.
